A product name can hide the real import identity

A customer may ask whether a bracket, housing, fastener, foil, profile, plate, machine part or component is covered by CBAM. The answer cannot be based only on the commercial name. CBAM scope is connected to selected goods and CN codes in sectors such as iron and steel, aluminium, cement, fertilisers, electricity and hydrogen. A Chinese product description or a sales catalogue category does not replace the EU import code.

This is why many supplier replies fail. A factory says 'we are not a steel mill', while the customer is asking about an imported steel article. A trader says 'it is only a component', while the importer needs to know how the component is coded and what material route produced it.

The supplier questions should be precise

The first question is the CN code used or expected by the EU importer. The second is material and product form. Is it steel, iron, aluminium, a processed item, an input material or a downstream product? The third is the producing facility and process route. The fourth is order mapping: which shipment, batch, customer and production period does the data cover?

If the supplier is not the manufacturer, it should not invent facility data. It should identify the actual production site and request the data from that site. If multiple factories supply the same item, the customer file may need to separate them.

Where boundaries remain

Not every product containing metal is automatically a CBAM good. At the same time, not every finished product is outside the discussion. The boundary depends on the imported goods, CN code, product form and EU customer role. Hydrogen and electricity have special treatment and should not be assessed with the same assumptions used for other goods.
