Scope is the first compliance question
A seller may think packaging means the colourful product box. A logistics manager may think it means the shipping carton. A platform operator may think it means the package shown in listing photos. Under a PPWR preparation workflow, those answers are all incomplete. Scope starts by identifying every packaging layer placed into the EU supply chain and the role each layer plays.
This matters because PPWR applies broadly to packaging and packaging waste. The practical work should distinguish sales packaging, grouped packaging, transport packaging and e-commerce delivery packaging. A company that only reviews the box seen by the consumer may miss the actual packaging used in fulfilment or the packaging added by a marketplace channel.
A mismatch that happens often
Imagine a seller of kitchen storage containers. The retail package is a paper sleeve with a supplier declaration. The export shipment uses corrugated cartons and plastic cushioning. The marketplace warehouse may add another delivery bag. The product team says the packaging is 'paper-based', but the customer, importer or platform could ask about the full packaging system. The paper sleeve evidence does not answer every question.
The mistake is not only factual; it is organisational. Purchasing controls one layer, packaging design controls another, warehouse operations control another, and the EU importer may be responsible for local placement obligations. If no one owns the full packaging map, the customer-facing statement can become disconnected from the actual packaging.
How to build the scope table
Start with the SKU and sales channel. For each SKU, list the retail package, inner protection, label or sticker, grouped packaging, transport carton, filler, tape and e-commerce delivery package. Then add material, supplier, weight, drawing or artwork version, document source and responsible owner. The table should show whether one claim applies to all channels or only to one packaging version.
The table should also include update triggers. A new bundle, new warehouse route, new carton size, new inner tray, new supplier or new market can change the packaging scope.
