Selecting the wrong certification means your certificate scope will not match your ASIN, creating a review risk. This guide provides a category comparison and selection framework for FSC, GRS, RCS, OCS, ISCC, and RWS to help Amazon sellers choose the right certification path before applying for CPF.
The Core Problem in CPF Certification Selection
One of the most common rejection reasons in CPF applications is "certificate scope does not match ASIN." The root cause is not that Amazon's review is overly strict — it is that sellers chose the wrong certification. The certificate's material coverage does not match the product's actual materials.
The correct selection path is: product material attribute → matching certification system → threshold verification → supply chain evidence chain check → CPF application. Not: follow a recommendation → get certified → submit to CPF → wait for results.

Three-Layer Selection Decision Logic
Layer 1: Material attribute identification. Break down the product BOM. Classify the main material: forest-origin (wood/pulp) → FSC; recycled material (recycled polyester/plastic) → GRS or RCS; organic material (organic cotton/ingredients) → OCS or GOTS; bio-based or chemically recycled → ISCC PLUS; animal fiber (wool) → RWS.
Layer 2: Content threshold verification. Confirm the certified material content meets the threshold. GRS requires 20%+ recycled content; RCS requires 5%+. OCS Blended requires 5%+ organic content. If content falls short, adjust material ratio or choose a lower-threshold certification.
Layer 3: Supply chain evidence chain check. GRS requires TC at every supply chain stage; FSC requires Chain of Custody certification; OCS requires organic raw material traceability from farm level. If upstream suppliers lack the corresponding certification or their certificates have expired, the finished product cannot obtain a TC, and the CPF application will be rejected.
Key insight: Many sellers fail at this step. Their factory holds a GRS certificate, but the upstream yarn supplier's GRS certificate has expired or the material ratios do not match. The TC cannot be issued, and the ASIN cannot be linked to the certificate. Certificate scope, TC flow, and material ratio — these three elements are indispensable.
Certificate Scope and ASIN Alignment Checkpoints
The "certificate scope does not match ASIN" rejection typically stems from three missing checkpoints:
Checkpoint 1: Certificate product scope covers your SKU. A GRS certificate specifies the certified product name and material ratio. If your ASIN is a recycled polyester bag but the certificate scope only covers fabric, the bag factory must also hold GRS certification.
Checkpoint 2: TC transaction certificate chain is complete. Every supply chain stage from raw material to finished product must have a traceable TC. If a trading company stage lacks TC flow, Amazon considers the evidence chain broken.
Checkpoint 3: Material ratio matches page claims. If your product page states "55% recycled polyester," the certificate and TC material ratios must match. If the page claims "organic" but only GRS (not OCS) was obtained, the green claim lacks evidence.
Applicability Boundaries
This selection framework applies to CPF green label pre-application certification path decisions. The following scenarios require additional verification:
First, chemically recycled plastics. GRS has limited recognition of chemical recycling; ISCC PLUS may be more appropriate depending on the specific recycling process.
Second, multi-material composite products. Organic cotton plus recycled polyester can carry both OCS and GRS certifications. CPF recognizes multiple certifications, but stacking means stacking costs and timelines.
Third, variant consolidation. Products with the same material and function, with variant differences under 20%, can be combined under one certificate. All covered ASINs must be listed in the CPF application.
Fourth, standard version changes. GRS 5.0, RCS 3.0, FSC label standards, and other updates may affect thresholds and audit requirements. Verify the latest version before selecting a certification.
