California SB 343 Packaging Labels: Evidence Checks for Cross-Border Sellers

California SB 343 restricts when products and packaging can use recyclable labels, chasing arrows or similar recyclability indicators. Cross-border sellers should focus on evidence: whether each package type is regularly collected and processed for recycling in California, and whether the product record supports the claim used on packaging or listings.

1. The October 4, 2026 Manufacturing Date Matters

CalRecycle states that SB 343 labeling restrictions apply to products and packaging manufactured after October 4, 2026. Items manufactured before that date are not subject to those restrictions based only on a later sale date.

2. Build a Packaging Evidence File

  • List every packaging material, coating, label and additive by SKU.
  • Confirm whether recyclable claims are supported by California collection and processing data.
  • Separate SB 343 label review from state EPR registration, reporting and fee obligations.
  • Keep packaging artwork, supplier declarations and listing screenshots under version control.

3. Marketplace Preparation

For FBA and other marketplace channels, sellers should confirm who controls each packaging layer, which entity is responsible for state obligations, and whether product-page environmental claims match the physical package.
