The EU General Product Safety Regulation, Regulation (EU) 2023/988, has applied from 13 December 2024. For cross-border teams selling non-food consumer products to EU consumers, the practical priority is to check whether product safety information, the responsible person, traceability records and online listing information are consistent.
Start with product scope and role
Confirm whether the product is covered by a sector-specific framework and identify the business role in the supply chain. Manufacturer, importer, distributor, fulfilment service provider and online marketplace obligations are not identical.
Connect labels, instructions and online information
Keep a SKU-level file that links product identifiers, batch or serial information, safety warnings, instruction-language versions, responsible person details, test or assessment records and listing URLs.
Do not treat certificates as the whole answer
Certificates or supplier declarations may support part of the record, but they do not replace a product-safety evidence chain, risk review, consumer information and a workable incident communication route.
Customer action checklist
Sample higher-risk or higher-volume SKUs first. Check the responsible entity, EU contact, product identifier, warnings, instruction languages, safety files, page information and last review date. Fix the evidence chain before updating customer-facing pages.
