China's Green Finance Supported Projects Catalogue 2025 is relevant beyond financial institutions. For manufacturers, suppliers and cross-border brands, the practical question is whether a green project can be mapped to a clear category, documented with evidence, and explained without overstating the claim.
What changed
The 2025 catalogue is designed to unify the project-identification scope for different green financial products. Public official notices also explain that stock listing and share issuance businesses on the Shanghai, Shenzhen and Beijing exchanges, as well as NEEQ listing and share issuance, are not covered by this catalogue.
The catalogue is linked to earlier green bond and green loan standards. Existing loans, existing bonds and applications already in process may need transition handling, while new projects should prepare evidence against the 2025 catalogue where applicable.
What suppliers should prepare
Suppliers should not describe a project simply as green. A more reviewable file usually contains the project boundary, use of funds or business purpose, environmental contribution logic, contracts, invoices, test reports, certificates, supplier declarations, operating data and the wording that will be used externally.
Claim boundary
Being aligned with a catalogue item is not the same as a guaranteed financing outcome or a product-level environmental certification.
