Nearly every textile seller has tripped over this: "Does my plain T-shirt need a CE mark?" "The broker asked for CE docs; can I just Photoshop one?" Since GPSR fully applies in 2026, everything now has a black-and-white answer.
1. Which textiles actually require CE (the table)

2. After GPSR, no-CE regular clothing actually needs MORE paperwork
GPSR Regulation (EU) 2023/988 went live 13 Dec 2024. Every product imported — even a plain no-CE T-shirt — must satisfy:
1. EU-based Economic Operator printed: product/pack must show name, contact, PHYSICAL EU address of importer/responsible person (PO-box/virtual office non-compliant).
2. Technical Construction File (TCF) assembled: safety risk assessment + REACH test + composition test + traceability. Customs/MSAs can demand within 10 calendar days.
3. GPSR DoC issued: even without the CE logo you must still issue a general-safety Declaration of Conformity archived for 10 years.
4. Serious incident reporting to Eudamed within 7 days: choking hazard from detached parts, cord strangulation, formaldehyde/allergen reactions — all mandatory reportable.
3. Three real-world mistake examples
⚠️ Case 1: plain hoodie stopped in customs — seller thought no CE = no docs at all. Customs actually wanted GPSR DoC + TCF. Could not produce within 10 days → entire container returned. Loss €62k. Lesson: no-CE clothing still needs the file.
⚠️ Case 2: PDP said "UPF 50+ sun protection" but had no PPE CE. French DGCCRF spot check → listing suspended + fine €18,000. Making a PPE-performance claim without PPE CE is the textbook trap.
⚠️ Case 3: hi-visibility vests with a "general-lab" report instead of a PPE Notified Body (NB) certificate. Poland MSA inspection → fine €24,000, goods seized.
