Japan's Ministry of Economy, Trade and Industry (METI) is tightening supervision of electrical products sold through cross-border e-commerce channels. Sellers preparing for the Japanese market should review PSE classification, GBiz-id registration, METI filing and the local representative arrangement before product launch or listing update.

Start with the METI compliance scope

The Electrical Appliance and Material Safety Act is the core framework for controlled electrical products in Japan. The Chinese release notes that the new requirements took effect on December 25, 2025 and are being fully implemented in 2026. The practical work should be split into product certification, business registration and local compliance contact.

Separate diamond PSE and circle PSE products

The Chinese release distinguishes two PSE categories. Category A covers 116 specified electrical appliances and materials, normally requiring a diamond PSE mark and third-party certification by a designated body. Category B covers 341 non-specified products, normally requiring a circle PSE mark with conformity evidence retained by the seller.

Category A: specified electrical products

For higher-risk products, the seller should confirm the exact product category, required test route, certificate holder and labeling responsibility before shipping inventory to Japan.

Category B: non-specified electrical products

For lower-risk controlled products, sellers should still keep the test report, declaration basis, product model mapping and label evidence available for platform or regulator questions.

Check GBiz-id, METI filing and lithium-battery details

After GBiz-id registration, sellers complete the manufacturer or seller registration in the METI system. For lithium batteries, the Chinese release flags the 400 Wh/L volumetric energy-density threshold as a separate PSE trigger point that should be checked during product development and documentation review.

• Confirm whether the SKU falls under the PSE controlled list.
• Classify the product as Category A or Category B before choosing a certification route.
• For lithium batteries, calculate whether the volumetric energy density reaches 400 Wh/L.
• Keep GBiz-id, METI filing and local-representative records in the same product file.
