Two independent systems, two evidence paths
FSC (Forest Stewardship Council) and PEFC (Programme for the Endorsement of Forest Certification) are independent systems for forest and forest-based products. Each has its own standards, chain-of-custody requirements, certificate records, and trademark rules. If a supplier holds both certificates, review each scope and claim separately. An FSC document should not be used as PEFC evidence, and a PEFC document should not be used as FSC evidence.
“Not substitutes” is an evidence-matching conclusion, not a blanket statement about a marketplace’s current eligibility list. Amazon’s public CPF information describes a program based on recognized third-party certifications and other program requirements. Check the current Seller Central help page, product template, or support route for the applicable marketplace and submission method.
FSC: check chain of custody, product groups, and label permissions
FSC describes chain of custody as the requirements for identifying, tracking, and managing forest-based material from source through finished goods. Check the certificate type, certificate status, certificate holder, sites, and product groups for the paper or wood product. A forest management certificate and the chain-of-custody evidence used for processing or selling a product are different evidence layers.
If a product page or package uses a specific FSC label, trademark, or claim, verify the label category, trademark permission, and approved product scope. Do not expand FSC Mix, FSC Recycled, or another supported claim into FSC 100%, and do not turn a supplier’s verbal description into an FSC-certified product claim.
PEFC: check PEFC chain of custody, endorsed systems, and trademark rules
PEFC publishes an international chain-of-custody standard and recognizes national forest certification systems that meet its requirements. Record the system associated with the certificate, certificate holder, sites, product categories, material claims, and current status. Do not automatically rewrite a national-system or supplier document as a certificate under the other system.
PEFC trademarks and related claims have separate use rules. Product pages, packaging, and marketing materials should follow the authorized scope and permitted claim wording. Without evidence of permission and product coverage, do not add a PEFC graphic mark or broaden a sourcing statement.
A four-layer review for paper and wood products
1. Product scope: Put the ASIN, model, product name, paper or wood components, packaging components, and production site in one record. Do not replace product-level scope with a brand-level or factory-level description.
2. Certificate scope: Record FSC or PEFC, certificate type, number, holder, site, product group, material claim, status, and review date. A certificate covering a supplier does not automatically cover every SKU sold by the seller.
3. Transaction and batch link: Connect purchase orders, invoices, shipment or batch records, supplier claims, and finished-product specifications to the same SKU. If material is converted, mixed, relabeled, or repackaged, check whether the relevant organization remains within the certificate and trademark scope.
4. Page wording: Use only the system and scope supported by the evidence, such as “this SKU is supported by in-scope FSC/PEFC records.” Do not write FSC as PEFC, describe chain of custody as forest management certification, or expand a traceable sourcing claim into “fully sustainable,” “officially approved,” or a guaranteed CPF display.
Minimum file set before a CPF submission
For each SKU, keep the current certificate or public registry record, certificate scope, product and packaging specifications, supplier and production site, purchase or batch documents, approved label or trademark-use basis, proposed page wording, and the current Seller Central CPF template or support record. Store FSC and PEFC in separate folders and keep the system name and review date in file names.
If the certificate record, product scope, legal entity, or page wording does not align, record the gap as pending rather than filling it with evidence from the other system. Whether Amazon accepts the submission, displays a CPF mark, or requests more information depends on the current platform workflow and the underlying certifier records.
