EU Cosmetics CPNP: Responsible Person, CPSR, and PIF Review

Before EU cosmetics are placed on the market, the Responsible Person usually completes CPNP notification and keeps the Product Information File (PIF) and Cosmetic Product Safety Report (CPSR). CPNP notification is an information-submission and traceability mechanism. It should not be presented as product authorization or safety assurance.

File Preparation Tips

  • Keep formula version, CPSR, PIF, label artwork, package artwork, and CPNP record by SKU.
  • After formula, fragrance, shade, label, Responsible Person, or sales-country changes, notification data should be checked again.
  • For nanomaterials, specific preservatives, hair dyes, or other restricted ingredients, applicable requirements should be reviewed separately.
  • Customer-facing materials should use restrained wording such as CPNP notification file or EU cosmetics dossier review.
