The European Commission states that the targeted 2025 revision of the Waste Framework Directive entered into force on 16 October 2025 and focuses on food and textile waste. It requires Member States to establish EPR schemes for textile and footwear products under common EU rules.

The Commission also states that Member States will have 20 months to transpose the revised Directive into national laws and 30 months to establish EPR schemes for textile and footwear products.

For cross-border sellers, garment factories, home-textile suppliers, footwear and bag brands, this is not a single green certificate. EPR is about responsibility for the waste stage of a product's life cycle. It should be separated from material certifications such as GRS, RCS, OCS, GOTS, OEKO-TEX or FSC.
