EUDR preparation starts with product scope, not a generic supplier certificate. Confirm whether the product falls within the relevant product annex, then connect the product, country of production, plot geolocation, production timing, and supply-chain records. This page is a preparation checklist, not a compliance conclusion for any specific product or company.
1. Confirm the product and the role
The EU Deforestation Regulation, Regulation (EU) 2023/1115, covers cattle, cocoa, coffee, oil palm, rubber, soya and wood, together with relevant products listed in Annex I. Applicability depends on the product form, HS code and annex scope; a product name alone is not enough.
Record the company’s role in the transaction chain. The operator first placing a relevant product on the EU market or exporting it, downstream operators, and traders making products available may have different information and due-diligence duties. Do not treat the importer, brand owner, manufacturer and trader as interchangeable roles.
2. Build a traceable production record
For each relevant product, create a minimum record containing the product description and model, commodity category and HS code, country of production, production date or time range, suppliers and upstream operators, and the batch or purchase-order reference.
Geolocation is a central EUDR data field. The regulation generally requires the geolocation of all plots of land where the relevant commodity was produced. If a product uses material from multiple plots, those plots should be identifiable separately. Plot data, quantity, purchase records and transport documents should form an explainable chain; a factory address should not be substituted for plot geolocation.
3. Due diligence is more than a self-declaration
The due-diligence process normally involves information collection, risk assessment and, where needed, risk mitigation. Keep information on the country and place of production, review relevant legislation in the country of production, and document the basis for the risk conclusion. A due-diligence statement (DDS), or an applicable simplified declaration, follows the required process; it is not replaced by a generic “deforestation-free” certificate.
Match the DDS fields to the specific product and transaction. Operator details, product description, quantity, country of production, geolocation and references should connect to purchase orders, invoices, transport records and the internal batch ledger. Preserve the statement reference and the records needed to trace it back to the goods.
4. Suggested evidence file map
Product: product description, model or SKU, HS code, quantity, and the material composition relevant to the commodity.
Origin: country of production, plot geolocation, production date or time range, supplier and upstream-entity information.
Transaction: purchase orders, invoices, shipping or transport documents, batch links, and source and legality information supplied by the chain.
Procedure: risk assessment, risk-mitigation records where applicable, DDS or simplified-declaration identifier, document version and retention record. Check the current regulation and official implementation materials for retention periods, exemptions and simplified rules.
5. Keep website claims within the evidence
“Contains a relevant commodity,” “originates in a country,” “due diligence was completed,” and “a statement was submitted” are different factual claims. Use each only when the corresponding record exists. Without SKU, batch, country and plot matching, do not write “EUDR approved,” “zero risk,” “EU-recognised,” or “customs clearance guaranteed.” A product page should describe the evidence scope and open items, not turn preparation work into an authority’s finding.
6. Sources and review note
This reference page is based on the European Commission’s EUDR materials, Regulation (EU) 2023/1115 and its current consolidated amendments. Application dates, product scope, simplified rules and information-system requirements can change through official updates; review the latest official text for the relevant market and transaction chain before filing.
