Japan is one of the strictest developed markets for compliance — the "list first, certify later" approach almost always leads to listing suspensions + account penalties. The three major marketplaces (Amazon JP, Rakuten, Yahoo! Shopping) share nearly identical audit logic, so below we align product categories to the five entry lines and their certifications.
1. Five core entry lines for Japan (map to your category)
| Entry line | Products | Cert / Regulation | Common mistake | (1) Electrical safety | USB chargers, power strips, power banks, hand warmers, LED lamps, hair dryers, juicers etc. | DENAN Electrical Appliance Safety Law: PSE Diamond (specified) / PSE Circle (non-specified) | Using circle PSE on diamond-required products; selling on expired PSE | (2) Consumer product safety | Baby cribs, helmets, climbing ropes, skateboards, lighters, home pressure cookers | Consumer Products Safety Law (PSC Mark) | PSC missed → customs detention; no Japan-based ACP / DMI responsible party | (3) Toy safety | Toys for children ≤14 (blocks, plush, electric ride-ons, play dough) | ST 2026 Toy Safety + Food Sanitation Act mouthing parts | ST-only without FHL dissolution test (saliva contact scenario) | (4) Food / food-contact | Cookware, kettles, cutting boards, kids cutlery, pet bowls; package printing; food products | Food Hygiene Law (FHL) + Food Labelling Standard (JAS) + Health Promotion Law | Nutrition table not in Japan format; additives not on MHLW approved list | (5) Consumer protection & advertising | All categories (esp. supplements, cosmetics, weight loss, health claims) | Consumer Contract Act + Premiums & Representations Act (景品表示法) | "No.1","strongest","cheapest" absolute wording; free gift >10% of item value |

2. PSE Diamond vs PSE Circle — the difference
Many sellers confuse them and buy a circle-PSE report expecting it to clear everything. This is the #1 trap.
PSE Diamond (Specified Electrical Appliances & Materials, 116 types)
Requires METI (Ministry of Economy, Trade and Industry) notification, 3rd-party testing, DoC, plus factory audit. Typical: phone chargers, wall sockets, extension cords, power banks, SMPS, hair dryers, electric blankets, juicers, humidifiers. Certificate carries METI number + diamond mark.
PSE Circle (Non-Specified, 341 types)
Only requires 3rd-party testing + self declaration. Typical: low-power USB cables (≤5 V low wattage), small-power LED desk lamps, standard dry-cell chargers. No METI notification required but PSE circle mark must be on the product.
3. Three Japan-only pitfalls
⚠️ Pitfall 1: mandatory Japan-based Importer of Record (ACP / DMI)
Practically every category requires a registered Japan-based responsible party on file. Listing under a friend's personal company name = non-compliant.
⚠️ Pitfall 2: Premiums & Representations Act gift-value cap
When running "buy A get B free", the fair market value of the gift cannot exceed 10% of the main product (or ¥2,000 cap, whichever is lower). Above that it is "unjust inducement" — complaint-driven takedown.
⚠️ Pitfall 3: zero tolerance for "safest / No.1 / industry-first"
Rakuten / Yahoo! AI scan + Japan Consumer Affairs Agency complaint dual-track. "Safest", "Japan No.1" without independent third-party data attract fines.
4. Six-step checklist for first-time Japan entry
1️⃣ Decide which of the 5 entry lines applies (table above).
2️⃣ Pull the required cert list (PSE diamond / circle, PSC, ST, FHL etc.).
3️⃣ Confirm the ACP (Japan importer of record) with a written agreement.
4️⃣ Mark the product, retail pack, outer carton with the cert logo + ACP info.
5️⃣ Harden PDP copy — strip absolute wording, therapeutic claims, unproven "No.1" claims.
6️⃣ Ship samples to a JIS / MHLW-recognised lab and wait for the report before going live.
