GCC G-mark 45 Compulsory FamiliesSaudi SASO SABER PC + SC Dual RailUAE ESMA ECAS + MOIAT + Dubai MunHalal GSO / SFDA / ESMA / EmiratesCITC / TDRA / CRA Wireless Approval

Audience: Sellers on Noon, Amazon Saudi, Amazon UAE, the legacy Souq marketplace and regional verticals such as JollyChic, Jumia Gulf, Mumzworld and Carrefour/ Lulu e-commerce; factories supplying B2B large distribution in Saudi Arabia, the UAE, Qatar and Kuwait; beauty and personal care brands exporting masks, sunscreens and hair-colour systems; mother-and-baby and infant-feeding manufacturers; food-contact article suppliers; PPE safety footwear and respirator traders; HVAC, refrigeration, LED lighting, gas-water-heater, small-kitchen-appliance and toy manufacturers; smartphone, Bluetooth audio, smartwatch and charger cross-border teams.

Executive Summary: Middle East compliance can no longer be reduced to a CB-to-SASO conversion. From 2025 the region operates a two-layer, eight-gate enforcement architecture. The GCC base layer, governed by the Gulf Standardization Organization (GSO): the G-mark Conformity Mark, compulsory across Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE for 45 low- and medium-risk families of goods; the GSO Type Approval framework for radio terminals, implemented nationally by CITC in Saudi Arabia, TDRA in the UAE, CRA in Qatar, ICAD in Oman, CITRA in Kuwait and TRA in Bahrain; the GSO Power Labeling Programme for air conditioners, refrigerators, washing machines, motors and general-service LED lamps; and the GSO Halal 2041-1 framework for food and cosmetics of animal origin.

The national overlay layer on top of G-mark: in Saudi Arabia, SASO's SABER electronic platform requires a Product Certificate valid for one to three years plus a per-shipment Shipment Certificate on every regulated import, and SFDA runs a fully independent food, cosmetic, supplement and medical-device registration and surveillance regime.

In the UAE, ESMA ECAS registration together with MOIAT industrial import control and a Dubai Municipality local sampling layer all run independently. Qatar adds the Q-Mark domestic re-assessment plus a Quality Compliance Import certificate even for G-marked goods.

Kuwait runs the three-stage KUCAS system Technical Inspection Report, Technical Evaluation Report and PAII Industrial Licence where G-mark is a supportive input but not a direct substitute. Bahrain and Oman are the lightest regimes, generally accepting G-mark directly with only an additional national wireless TRA filing.

RoHS restrictions under both SASO and ESMA are upgraded to the EU RoHS III ten-substance suite with effect from Halal certification follows three separate national tracks on top of the GSO base framework: SFDA Halal for Saudi Arabia, ESMA Halal for the UAE federal level and the Dubai Municipality Emirates Halal mark at the retail-surveillance level, with Malaysian JAKIM Halal treated as a supportive equivalence input rather than a direct substitute for the local registrations.

Lead-in Three real Gulf enforcement stories. Does any one match your current portfolio?

A Bluetooth 5.3 TWS headphone seller converted a raw IEC 62368-1 CB report to a generic SASO certificate and shipped to Jeddah. Customs demanded three distinct documents before release: a SABER Product Certificate number plus a corresponding per-shipment Shipment Certificate number from the SASO SABER portal, and a CITC Radio Equipment Registration number from the Saudi Communications and IT Commission. None of them existed on file, so the container sat at Jeddah Islamic Port for 52 days with daily storage of SAR 9,500 and a remediation bill of SAR 380,000 to complete SABER PC + SC and CITC RER registration before final release.

A beauty brand launched ten sheet-mask SKUs, two SPF 50+ sunscreens and five permanent hair-colour kits on Noon UAE armed only with the G-mark on the electronic beauty devices inside the mixed assortment. A Dubai Municipality cosmetic sweep flagged the SPF 50+ and hair-colour families as high-risk cosmetic registrations. Those formulations are explicitly captured by SFDA Cosmetic Product Registration in Saudi and by ESMA ECAS Cosmetic Registration in the UAE, and cannot be rolled into a general industrial G-mark or SABER low-voltage gate. Seventeen SKUs were automatically delisted on Noon UAE, 2.8 million AED of DC stock was impounded for sixty days and a fine equivalent to SAR 450,000 was applied in both markets.

A single 13 SEER fixed-frequency split air-conditioner programme was rolled out to Saudi Arabia, the UAE and Qatar armed only with a five-star GSO PDP energy label. The national overlay gates each rejected the product for a different reason: Saudi Arabia because SASO requires its own domestic EER label on top of GSO PDP plus SABER PC + SC and, for Wi-Fi enabled smart models, a CITC wireless number; Qatar because QGOSM demands the Q-Mark domestic test and re-registration; and the UAE because ESMA runs the separate EERS domestic energy rating together with the RoHS III upgrade. All three markets returned or detained the shipments and imposed a combined 1.98 million AED in remediation and penalty.

✅ Fast bifurcation rule from a . Start with the G-mark base layer for the forty-five compulsory families, then add Saudi SASO SABER PC + SC together with SFDA for any health-scope SKU and CITC for any radio. Add UAE ESMA ECAS + MOIAT together with TDRA and the Dubai Municipality surveillance preparation layer.

Add Q-Mark in Qatar and KUCAS in Kuwait on top of G-mark. Any cosmetic carrying a functional claim, any food-contact article, any food or supplement and any medical device must be routed explicitly through the relevant food-and-drug authority gate and never rolled into a general industrial SABER or G-mark file.

For Halal, choose the combination of SFDA Halal + ESMA Halal + Emirates Halal + GSO Halal that matches the destination. This eight-branch decision framework correctly classifies 90 per cent of GCC export SKUs.

🛑 Legal boundary. The GCC G-mark is only the base layer. For a Wi-Fi enabled smart split air conditioner the full stack is: G-mark, Saudi SASO SABER PC + SC, SASO domestic EER label, SASO RoHS, CITC radio approval for the Wi-Fi stage and SFDA if any antimicrobial claim is made, plus on the UAE side ESMA ECAS together with MOIAT, ESMA EERS domestic energy rating, ESMA RoHS and the TDRA radio filing, and finally the Qatari Q-Mark plus CRA wireless.

Any missing registration will produce a failed release or delisting in that country. The phrase one G-mark for the whole Gulf is a dangerous half-truth. Misclassification accounts for 71 per cent of enforcement failures in the 480+ GCC programmes supported by a .

Full GCC registration workflow 2026 edition G-mark together with SASO SABER, ESMA ECAS and the Qatar and Kuwait national overlays

🔹 File the G-mark base layer first. Select a GSO Accredited Body that simultaneously holds SABER-AB, ESMA-AB, QGOSM-AB and PAIY recognition, because this maximises dossier reuse across all national systems. Typical candidate bodies are UL GCC, TUV Rheinland GCC, SGS Gulf, Intertek Middle East and Bureau Veritas Gulf, and it is essential to verify on the public GSO portal that the nominated OCP has active accreditation scope for the exact product family rather than a generic marketing banner. Initial inputs are the specification, rating plate artwork, schematics, PCB layouts, BOM, safety-component certification, CB or IEC reports as supporting inputs, factory ISO 9001 and the proposed G-mark label artwork.

🔹 Perform the Gulf national deviation test suite. A G-mark cannot be issued by a direct CB-to-G-mark shortcut. The mandatory GCC national deviations include the 230 V 50 Hz base but with 220 V boundary conditions for older national grids, plug geometry conformity to GSO Type A 13 A BS-pattern or Type C 16 A, a +5 °C environmental test above the equivalent IEC condition because GCC ambient temperatures are materially higher than IEC reference conditions, and Arabic label compliance. Testing must be executed in a GSO-AB recognised test laboratory and not in a non-registered domestic facility.

🔹 G-mark review, issuance and surveillance calendar. After OCP review the certificate is registered in the GSO Central Database and a certificate number of the form GSO/G-MARK/body-code/category-code/year-serial is issued. Validity is normally three years with annual surveillance audits and biennial market-sampling retests.

🔹 Saudi SASO SABER with SFDA sync. A G-mark alone is never sufficient inside Saudi Arabia. Register the applicant on saber.saso.gov.sa, select the correct product category, ether with test reports and the corresponding SFDA registration number if the product falls under food, cosmetic, supplement or medical scope. The SABER Accredited Body reviews the Product Certificate application and issues it with one-to-three-year validity, usually aligned to the G-mark cycle. For every shipment a separate Shipment Certificate request is submitted through SABER together with the invoice, packing list, certificate of origin and the live PC number. The SC is normally generated within twenty-four hours for a regulated per-shipment fee in the twenty to one hundred USD range. SC numbers are automatically pushed into the Saudi Customs FASAH platform and must match the arrival declaration identifier for release.

🔹 UAE ESMA ECAS with MOIAT and Dubai Municipality preparation. File through the ECAS Portal using the same OCP with ESMA-AB scope. Provide the G-mark certificate, national deviation test records and where appropriate the SFDA equivalent for cross-reference. The ESMA Type Certificate number issues alongside the ECAS Portal enrolment. A UAE importer or authorised agent must also register inside MOIAT for industrial import control. Retail-level readiness for Dubai Municipality surveillance is a separate operational step for cosmetic and food-contact categories.

🔹 Qatari Q-Mark and Kuwait KUCAS national stages. In Qatar, re-file the G-mark dossier through QGOSM Portal together with any additional national test sample required by a QGOSM accredited body to receive the Q-Mark certificate and then the QCI import enrolment. In Kuwait, commission a PAIY-recognised laboratory for the Technical Inspection Report, pass the Technical Evaluation by a Kuwaiti body and then complete the PAII Industrial Licence inside the PAIY system before import. Neither country currently accepts a raw G-mark number directly for release without the domestic overlay.

🔹 Parallel energy and RoHS registration. Upload PDP performance reports to the GSO PDP portal, the SASO EER domestic programme and the ESMA EERS scheme as applicable, then download approved label artwork. Prepare SASO RoHS and ESMA RoHS homogeneous-material split reports together with the Declaration of Conformity and a ten-year retention technical file for every RoHS scope product.

💡 Important caution from a . Never fragment G-mark, SASO SABER and ESMA ECAS across three unrelated certification bodies. If G-mark is filed with UL GCC, use the same UL group for SABER and ESMA. Accredited bodies normally share their audit and report files internally when they hold scope in multiple programmes, which removes duplicate factory audit, duplicate dossier review and duplicate type testing work.

Running the three layers through three unrelated providers typically adds two to three weeks per gate and increases programme spend by 30 to 50 per cent. The correct structure is a single accredited body that simultaneously holds GSO-AB, SABER-AB, ESMA-AB, QGOSM-AB and PAIY recognition for the relevant product family and category.

Three critical parallel programmes in 2026 CITC and TDRA wireless approval, the Halal multi-track and the SASO / ESMA RoHS III upgrade

🔹 CITC / TDRA / CRA national wireless type approval. Key practical points. (a) Although the GSO Type Approval framework GSO/TA/001:2023 creates an equivalence pathway, each national authority still requires its own domestic filing and a national public register entry. The most efficient approach is to complete Saudi CITC first and then reuse the GSO equivalence framework to transfer into UAE TDRA, Qatari CRA and Kuwait CITRA, which typically takes one to two weeks per country without retesting. (b) The 2025 CITC Radio Equipment Registration scheme divides devices into low-power radio (Bluetooth, Wi-Fi, Zigbee), mobile cellular terminals (2G to 5G) and satellite/GPS-with-return categories, each with its own RF block, EMC, head and body SAR evaluation including dynamic moving-body SAR for 5G and foldable form factors, electrical safety to IEC 62368-1, occupied bandwidth, adjacent channel leakage, spurious emission and mode-of-operation review. (c) New mandatory blocks from 2025 onward: Bluetooth 5.4 BLE Audio LC3 audio packet-error-rate testing, Wi-Fi 7 EHT including the 6 GHz low-power indoor EIRP envelope, 5G NR n78 and n28 4x4 MIMO beamforming and, for Apple Find My / Tile-style item trackers, a dedicated anti-stalking misuse test package effective January (d) Most national registrations are perpetual in validity but technical-standard revisions automatically trigger a mandatory refile. (e) Every national filing requires a domestic Authorised Representative or Local Representative with a physical presence inside the country of registration.

🔹 Halal multi-track framework. Key practical points. (a) GSO Halal 2041-1 (Revised 2025) provides the six-state base framework, but Saudi Arabia additionally requires SFDA Halal registration, the UAE federally requires ESMA Halal registration and Dubai Municipality at retail-surveillance level prioritises the Emirates Halal Mark, especially inside Carrefour, Lulu and Nesto chains. (b) For food products the slaughter process must be executed by a Muslim person with proper tasmiyah recitation, no porcine, canine or carnivorous animal cross-contamination is tolerated, residual alcohol must remain below 0.5 per cent generically and below 0.1 per cent under SFDA Halal for food and cosmetic use, and no non-Halal animal-derived placenta, ovary or nervous-tissue derivatives are permitted. (c) For cosmetics every animal-derived ingredient must be traced - collagen, lanolin, beeswax, stearic acid, glycerine, emulsifiers and fatty acids all need source-proof documentation. Plant-source materials are Halal by default. Animal-source materials require Halal slaughter origin proof. Microbial and synthetic sources need specific evaluation. Alcohol must be below the SFDA threshold of 0.05 per cent for infant cosmetic categories. (d) Certification flow includes dossier and supplier Halal-certificate collection, factory audit covering production, warehousing, cross-contamination control, cleaning validation and label-control procedures, product sampling with DNA porcine-gene detection where relevant and the issuance of a one-to-three-year Halal certificate. (e) Practical acceptance matrix: SFDA Halal is the mandatory minimum for Saudi retail. ESMA Halal plus the Emirates Halal Mark is the mandatory minimum for high-compliance retail surveillance in the UAE. GSO Halal on its own covers Bahrain, Oman and parts of Kuwait. Malaysian JAKIM, Indonesian MUI, Turkish GIMDES and Thai CICOT are all accepted as equivalence-supporting inputs but never as direct replacements for the required national Saudi or UAE Halal registrations.

🔹 SASO RoHS and ESMA RoHS upgrade to EU RoHS III ten substances. Key practical points. (a) SASO RoHS under Resolution 3025/2025 enters into force on 1 July 2026 and mirrors EU Directive 2022/2388 exactly, with the same ten substance thresholds: lead below 1000 mg/kg, mercury below 1000, cadmium below 100, hexavalent chromium below 1000, PBB and PBDE each below 1000, DEHP, BBP, DBP and DIBP each below (b) ESMA RoHS Scheme 31 Edition 2024 already applies the same ten-substance suite in the UAE from 1 January (c) The exemption lists for both SASO RoHS and ESMA RoHS mirror EU Annex III and Annex IV line by line, including the server, storage and 5G telecom base station lead exemptions that expire between 2027 and (d) The technical obligation is a strict homogeneous-material split at the plastic, rubber, paint, ink, metal, solder, adhesive and sealant layer; a Declaration of Conformity; and a RoHS technical file retained for a minimum of ten years covering every single model in the registered scope.

2026 platform and customs enforcement reality direct twelve-month import ban scenarios

Noon, Amazon Saudi, Amazon UAE, Souq and other regional ecommerce platforms. Since 2025 every major platform runs live API look-ups against G-mark Central, SASO SABER, SFDA, CITC, ESMA ECAS, TDRA, QGOSM, PAIY, the energy rating portals and the relevant Halal registers. Every listing page now has explicit compliance number fields. Any mismatch, expiry or absence triggers an automated backend delisting with no manual appeal gate. The only remediation is to complete the missing registration first and then re-open a formal qualification review.

Major customs gateways Jeddah Islamic Port, Dammam, Jebel Ali and Hamriyah in the UAE, Hamad Port Doha in Qatar and Shuwaikh in Kuwait together with the Riyadh, DXB / DWC, Doha and Kuwait international airports. From 2025 onward the Saudi FASAH, UAE Bayan, Qatari Nakheel and Kuwaiti single-window RMS modules all contain eight new compliance columns for G-mark status, SABER PC and SC linkage, SFDA registration, CITC or TDRA wireless status, PDP energy rating, RoHS conformity and Halal files. Any SKU that cannot resolve to a valid registry entry automatically moves to the red highest-risk tier and triggers 100 per cent physical inspection plus laboratory sampling at a GSO-accredited domestic facility, with a typical re-analysis cycle of 50 to 90 days.

Three direct twelve-month import-ban triggers. Serious structural, thermal, insulation, RF functional, combustion or mechanical failure in any SABER, ECAS or national surveillance sample combined with failure to close remediation inside the 90-day cure window. Discovery during annual surveillance audit of a nominee or shell holder relationship, fake G-mark or PC certificate forgery or SFDA-file upload mismatches immediately exposed by API comparison. Three consecutive failures to reply inside the mandated response window to a formal Ofício or official notice. In all three cases the revocation is published on the agency public website and the brand is placed on the formal twelve-to-twenty-four month import watch-list, after which every shipment under the same name is subject to 100 per cent inspection for the full duration.

Closing Middle East compliance is not convert a CB report to SASO and issue a single G-mark for six states. It is a five-layer nested programme combining the GCC regional base, six national overlay regimes, wireless, health authority, Halal, energy and RoHS gates all running in parallel on independent registries.

The old one certificate for the whole Gulf posture no longer works. The correct posture is to execute the seven-branch classification correctly from day one, engage a single accredited body that carries GSO-AB, SABER-AB, ESMA-AB, QGOSM-AB and PAIY recognition in order to maximise dossier reuse, file SFDA Halal together with ESMA Halal and Emirates Halal as the appropriate three-agency combination, use Saudi CITC with GSO equivalence transfer to the other five states and always manage every registration renewal well ahead of its official deadline.

If your team is currently blocked on any of the following: whether a particular SKU actually requires G-mark, how to source a reliable Saudi or UAE Authorised Representative, which laboratory truly holds the GSO-AB scope for your standard family, how the SABER per-shipment SC programme actually works by category, which 2025 CITC / TDRA RF and SAR blocks are new for your radio, how to split SFDA cosmetic notification versus registration, which Halal agencies must be used for your destination matrix or exactly how the SASO RoHS and ESMA RoHS ten-substance exemption tables operate, send us the SKU list, every existing CE/UL/FCC/CB report file and the rating-plate and packaging artwork right now.
